Directorate of Education Khyber Pakhtunkhwa and Workers Welfare Fund (Scholarship) for the Academic Session 2024-2025
The Khyber Pakhtunkhwa Workers Welfare Board has invited applications for scholarships (stipends) from workers and their children who are studying in various colleges, universities, and institutions for the academic year 2024-2025, according to the following details:
Category I:
- Educational Fields: Students will be encouraged to enroll in educational institutions managed by the Provincial Workers Welfare Board and Workers Welfare Fund. If seats are unavailable, students may seek admission in any cadet college or public school run by the federal or provincial government, with a monthly stipend of PKR 3,500. After matriculation, priority will be given to the children of workers in areas where the Workers Welfare Board operates higher secondary schools.
- Technical Training: Institutions offering technical training courses of at least two years under TEVTA, NEVTEC, NTB, or similar boards.
- Scholarship Deadline: December 31, 2024.
Category II:
- Graduation Degree (2-4 years) or Equivalent: Students studying in private or public universities approved by the Higher Education Commission (HEC) or affiliated with recognized universities will receive a monthly stipend of PKR 4,500.
- Scholarship Deadline: December 31, 2024.
Category III:
- Post-Graduation Degree: Students pursuing a postgraduate degree in private or public universities approved by HEC or affiliated with recognized universities will receive a monthly stipend of PKR 5,500.
- Engineering or Medical Degree: Students enrolled in engineering universities and medical colleges recognized by PEC/PMC will receive stipends.
- Scholarship Deadlines:
- Fall 2024: November 30, 2024
- Spring 2025: January 1 to February 28, 2025
Scholarship Distribution Policy:
- The worker must meet the definition provided in the Industrial Relations Act 2012 (IRA).
- The worker must have at least 3 years of total service.
- The worker must be registered with ESSI or EOBI. Non-registered workers must submit an affidavit, verified by a notary public and the relevant labor department, along with verification from two responsible persons, including the employer and CBA President/General Secretary.
- Employees and their children from the Workers Welfare Board and Workers Welfare Fund are eligible for scholarships. The educational expenses of up to three children of the Workers Welfare Board or Workers Welfare Fund employees will be covered, whether before or after matriculation.
- The industry or mine must be registered under the relevant law/act.
- The industry or mine must contribute 2% under the WWF Ordinance 1971 or 5% under the Workers Participation Act 1968.
- There is no age limit for obtaining the scholarship.
- Children of deceased workers and employees of the Workers Welfare Board or Workers Welfare Fund are eligible, provided the Death Grant has been received. If a worker dies after their child’s admission, the scholarship will not be discontinued.
- Children of workers who became disabled during employment are eligible for scholarships, provided the disability is verified by a legally established medical board.
- Employees of the Workers Welfare Fund Regional Offices and Provincial Workers Welfare Boards, whose salaries are paid from the WWE/WWB regular budget, are eligible for scholarships if they meet the 3-year employment period or other requirements as determined by the Governing Body.
Rules/Procedures:
- Students must meet the minimum pass requirements set by their school/college/university. If a student fails to progress to the next grade, their scholarship will be discontinued.
- Students must complete the prescribed course within the specified time. If not, they must bear the additional expenses (except for semesters) from their own pocket.
- Students are not allowed to change the selected course without permission from the Secretary WWF or Chairman WWB, provided no financial loss occurs to WWF/WWB.
- If a student fails to complete the course within the minimum required time, they are not allowed to transfer to another institution. Any attempt to gain such a benefit will result in disqualification from future scholarships and legal action.
- Retired, disabled, or deceased workers’ children are eligible for scholarships as of December 27, 2017.
- The Workers Welfare Board or Workers Welfare Fund will bear all higher education expenses, except for security deposits and equivalent level courses.
- The student’s educational expenses will be paid to the college/university directly or reimbursed later.
- Scholarships will be paid for the entire duration of the course. If the duration exceeds the specified period, no scholarship will be paid for the extra time.
- Workers or their children are not allowed to change the registered college/university until the completion of the course, except with special permission from the Secretary WWF/Chairman WWB, provided no financial loss occurs to WWF. The new institution must accept all previous subjects of the student.
- Educational expenses for M.Phil/M.S & PhD will be provided only to those students who secure admission on a merit basis.
- Eligible students’ educational expenses (admission fees, tuition, transport charges, hostel fees, registration fees, library/computer lab fees, exam fees) will be borne by the Workers Welfare Board or Workers Welfare Fund.
- All eligible students meeting the above criteria are requested to open an account in the Bank of Khyber and attach the account details (including account number, city name, branch name, and code) with the scholarship form so that the stipend can be transferred online.
- Educational institutions, colleges, and universities that provide admission to students under the Workers Welfare Fund scheme must also open an account in the Bank of Khyber for transparent online transfer of scholarships.
Required Documents with Scholarship Form:
- All conditions must be met. All documents must be attested by a government officer of at least grade 17, except for serial numbers 7, 8, and 9.
- The latest letter issued by the relevant university/college/institution approved by HEC/PMDC/PEC/HERA.
- The scholarship form must be verified by the factory management and CBA.
- A passport-size photograph, attested copy of the student’s national ID card, Form B, or birth certificate.
- Attested copy of the worker’s national ID card. Copy of the worker’s verifiable EOBI/ESSI card, which should not be canceled.
- DMCs, certificates, or degrees of the previously passed exams.
- Original service certificate from the relevant factory.
- Original salary certificate from the relevant factory.
- Relevant department’s factory/mine registration under the act.
- Certificate of 2% contribution under the WWF Ordinance 1971 or 5% payment under the Companies Profit Act 1968.
- Affidavit as per the approved procedure of the Workers Welfare Fund, along with attested copies of the responsible persons’ ID cards.
- In the case of reimbursement, original receipts of fees paid to the relevant college/university.
- Documentary proof of affiliation with an HEC-recognized university.
Note:
- During the verification process by the factory, if any fake, illegal, or incorrect documents are found, the Workers Welfare Board reserves the right to take legal action against the worker and their children.
- Scholarship forms are available on the official website of the Workers Welfare Board or can be obtained via email at kpwwbscholarship@gmail.com.
- Workers from industrial units and mines in Haripur and Bannu must submit their scholarship forms to the respective zonal offices by the due date. Forms from zonal offices will not be accepted at the main office in Peshawar.
- Scholarship forms for Peshawar and adjoining districts must be submitted to the Scholarship Section, Workers Welfare Board, Plot No. 2, Sector 3-A, near FIA Building, Phase 7, Hayatabad, Peshawar, by the due date.
