Subject: Grant of Adhoc Relief Allowance-2024

The Government of Sindh has approved the sanctioning of an Adhoc Relief Allowance-2024, effective from 1st July 2024, for all civil servants of the Sindh Government. This includes contingent paid staff and contract employees holding civil posts on standard contract terms. The rates for the Adhoc Relief Allowance-2024 are as follows:

Allowance Rates:

  1. BPS-01 to BPS-06: @30% of Running Basic Pay
  2. BPS-07 to BPS-16: @25% of Running Basic Pay
  3. BPS-17 to BPS-22: @22% of Running Basic Pay

Terms and Conditions:

  1. The amount of Adhoc Relief Allowance-2024:
    • Will be subject to Income Tax.
    • Will be admissible during leave and the entire period of Leave Preparatory to Retirement (LPR), except during Extra Ordinary Leave (EOL).
    • Will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent.
    • Will not be admissible to employees during their posting/deputation abroad.
    • Will be admissible to employees upon their repatriation from posting/deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad.
  2. The term “Basic Pay” for the Adhoc Relief Allowance-2024 will also include the amount of personal pay granted on account of annual increments beyond the maximum of the existing pay scales.

Personal Allowance-2024:

The Personal Allowance-2024 has been introduced to remove the disparity and bridge the gap between the gross salary and the minimum wage of Rs.37,000/- per month for employees in BPS-01 to BPS-06, as per the following details:

Conditions for Personal Allowance:

  1. This allowance shall be admissible to all employees from BPS-01 to BPS-06, whose gross monthly salary is less than Rs.37,000/-. It shall be adjustable against future annual increments and shall be discontinued once the gross salary reaches Rs.37,000/- per month.
  2. This allowance shall not be admissible to employees in BPS-01 to BPS-06 who are already drawing a monthly gross salary up to or beyond Rs.37,000/-.
  3. The Personal Allowance shall not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent.

The above Adhoc Relief Allowance-2024 and Personal Allowance-2024 shall be accommodated within the budgetary allocation for the financial year 2024-2025 by the respective department, and no supplementary grants will be given on this account.
