How can one apply for a loan under the ‘Apni Chhat Apna Ghar’ scheme?
Introduction:
The “Apni Chhat Apna Ghar” Program is a special initiative by the Chief Minister of Punjab aimed at providing 100,000 affordable houses/apartments to eligible residents across the province. This program is designed to assist low-income individuals and families, currently living in rented or informal settings, in acquiring their own homes. The initiative will be implemented over four and a half years through three distinct execution models.
The Punjab Housing & Town Planning Agency (PHATA) will oversee the execution of this program, while the Housing, Urban Development, and Public Health Engineering Department (HUD&PHED) will handle administrative tasks.
Expected Outcomes:
- Enhanced living conditions for low-income families.
- Decreased overcrowding and slum conditions.
- Improved access to essential amenities such as water, sanitation, and electricity.
- Increased community safety and security.
- Positive social impact and strengthened social cohesion.
- Creation of approximately 500,000 jobs, boosting the economy directly and indirectly.
Execution Models:
- Execution Model-1 (Tentative 10,000 Housing Units):
- Objective: Facilitate the construction of housing units/apartments on state land through an equity-based land-sharing model between developers and PHATA.
- Responsibilities:
- Developers to construct infrastructure, including roads and utilities, and housing units.
- PHATA will provide preliminary land use plans and relevant design and structural drawings.
- Developers cover full capital costs; government will not provide any infrastructure or construction subsidies.
- Pricing and installment plans for housing units will be set by the government.
- PHATA will approve the layout and ensure adherence to design and building regulations.
- Execution Model-2 (Tentative 20,000 Housing Units):
- Objective: Develop low-cost houses within private housing schemes, requiring developers to allocate at least 20% of residential area for affordable housing.
- Features:
- Developers will get approval under APHS Rules 2020.
- A one-window mechanism will streamline approvals.
- Affordable housing units will be provided based on size, design, and price determined by PHATA.
- Allottees will make down payments and monthly installments to developers, with the government providing a subsidy.
- PHATA will supervise and monitor construction and payments.
- Execution Model-3 (Tentative 70,000 Interest-Free Loans):
- Objective: Offer interest-free loans for constructing houses to eligible residents.
- Details:
- Maximum loan amount: PKR 1.5 million.
- Loan tenure: 7 years with easy monthly installments.
- Loans will be disbursed in tranches; the revolving fund will be replenished with repayments.
- Operational costs and sales tax will be covered by the Government of Punjab.

Eligibility Criteria:
- Applicant must be the head of their nuclear family as per NADRA records.
- Applicant must be a permanent resident of Punjab as per CNIC.
- Applicant must own a parcel of land measuring up to 5 Marlas in urban areas or up to 10 Marlas in rural areas in Punjab at the time of application.
- Applicant must not have a criminal record or be a defaulter of any financial institution.
