Subject: Revision of Financial Assistance to the Family of a Civil Servant Who Dies While in Service

In continuation of the Finance Department’s letter No. FD.SR-1/3-10/2004(P-II), dated 07.02.2024, and in pursuance of the Provincial Cabinet’s decision in its 8th meeting held on 24.05.2024, I am directed to inform you that the Governor of the Punjab has approved the following revisions to the provisions in Serial No.2(i) & 5 of Para-1 of the Financial Assistance Package as notified in the Finance Department’s policy letter No. FD.SR-1/3-10/2004, dated 15.08.2017, for the families of civil servants who die while in service:

  1. PENSION/SALARY:
    • Existing: The deceased’s family is allowed the salary, along with annual increases in pay, that the deceased officer or official was drawing until the date of superannuation.
    • Revised: The family of the deceased officer or official will be granted basic pay and allowances (including House Rent Allowance, Special Allowance 20% (2009), Medical Allowance, Utility Allowance, and Adhoc Relief Allowances) along with annual increases in basic pay until the date of superannuation. This will be facilitated through the creation of an OSD post for the entitled family members. Additionally, PAS/PSP officers who die while posted under the Government of the Punjab will also be entitled to the creation of an OSD post until their superannuation, effective from 22.02.2017. Family pension cases for such officers will be processed by their respective competent authorities in the Federal Government. Note: This policy is applicable from 22.02.2017; hence, officers who die in service on or after this date will be eligible for the OSD post.
  2. EMPLOYMENT:
    • Existing: Appointment of one child or widow in BS-1 to BS-11 (including the post of Patwari and Junior Clerk) on a contract or regular basis as per Rule 17-A of the PCS (A&CS) Rules, 1974, for the families of deceased civil servants effective from 10.01.2024.
    • Revised: The provision of Rule 17-A of the PCS (A&CS) Rules, 1974 has been omitted by the Regulations Wing, S&GAD, effective from 26.07.2024, as per gazette notification No. SOR-III(S&GAD)2-60/2024, dated 26.07.2024.
