The Government of Sindh has secured funding from the World Bank for the Sindh Flood Emergency Rehabilitation Project (SFERP), specifically targeting the irrigation component. To facilitate the project’s implementation, the Sindh Flood Emergency Rehabilitation Project (SFERP) Project Implementation Unit (PIU) is seeking expressions of interest from qualified individual consultants for the following positions:

  1. Procurement Contract Management Consultant
  2. Monitoring and Evaluation (M&E) Specialist
  3. Environment Consultant

Position Requirements:

1. Procurement Contract Management Consultant

  • Qualifications: Master’s Degree in Business Management, Engineering, Economics, Finance, or Social Sciences. Degrees in Procurement Management or Project Management will be given preference.
  • Experience: At least 10 years of experience in procurement, including goods, works, and consulting services, with subnational, national, or international agencies. Experience with Standard Procurement documents and the Systematic Tracking of Exchanges in Procurement (STEP) is essential. Proven experience in managing contracts and ensuring timely delivery is required.
  • Skills: Excellent communication skills in English and Urdu, with the ability to develop complex technical documents and reports.

2. Monitoring and Evaluation (M&E) Specialist

  • Qualifications: Master’s Degree in Business Management (MBA), Project Management, Research Methods, or related fields from an HEC-recognized institution.
  • Experience: Minimum of 10 years in M&E roles with increasing responsibility. Experience in developing project information management systems (PMIS), conducting spot checks, and revising operational manuals is required.
  • Skills: Proficiency in presenting project progress to stakeholders, including Bank missions and steering committees.

3. Environment Consultant

  • Qualifications: Master’s Degree in Environmental Science, Engineering, or a relevant discipline from a recognized university.
  • Experience: 10 years of experience in preparing Environmental and Social Impact Assessments (ESIA), Environmental and Social Management Plans (ESMP), and monitoring environmental impact assessments, preferably in the irrigation sector. Familiarity with national and international environmental standards is required.
  • Skills: Strong communication skills in English and Urdu for delivering technical documents, reports, and recommendations.
