Special Dispensation for Federal Government Civil Servants for Employees in BS-01 to BS-16 in USC
The Board of Directors, in its 183rd meeting held on July 29, 2024, has approved a policy for a one-time dispensation for USC employees, in accordance with Finance Division (Regulation Wing) Office Memorandum No. F.NO.9(7)/R-I/2014-62/2023 dated February 14, 2023. Following are the details of the approved dispensations/upgradations effective from July 29, 2024:
1. Dispensation/Upgradation Details:
i. Employees in BPS-01 to BPS-05 will be granted two higher pay scales as a one-time dispensation, due to not having availed the Time Scale under the Time Scale Policy-2022. Their substantive pay scales will remain unchanged.
ii. Employees in BPS-06 to BPS-15 will be granted the next higher scale as a one-time dispensation, as they have not availed the Time Scale under the Time Scale Policy-2022. Their substantive pay scales will remain unchanged.
iii. Employees in BPS-16 will receive one additional increment as a one-time dispensation. The post of Lower Division Clerk (Jr. Record Keeper) will be upgraded from BPS-09 to BPS-11, and the post of Upper Division Clerk (Record Keeper) will be upgraded from BPS-11 to BPS-13, along with the incumbents.
iv. This dispensation does not involve any other post upgradation except for the posts of LDC (Jr. Record Keeper) and UDC (Record Keeper).
2. Additional Provisions:
- No premature increment will be admissible with the grant of a higher pay scale under this dispensation.
- Beneficiaries of this dispensation will continue to receive allowances, perks, and privileges as per their substantive pay scale. The substantive pay scale is defined as the scale acquired through regular appointment, promotion, or transfer.
- Employees who have already received an upgradation or one-time dispensation earlier are not eligible for this special dispensation.
3. Implementation:
- A detailed Office Order, naming individual beneficiaries, will be issued separately following record scrutiny by Zones/Regions.
